Can I change the link later without reprinting?

Not on a static code — the URL is part of the pattern. That is what a dynamic QR code is for: it encodes a short link we control, so the destination can be edited afterwards. Dynamic codes need an account, because the destination has to be stored somewhere.

No. The link is encoded into the pattern itself, so the code keeps working as long as the page it points to exists. There is no account behind it and nothing for us to switch off.
